Late on Tuesday evening, the procession became a real affair when the two heads of state and government pledged to improve their strained relations and announced an agreement in which Kim proposed to take concrete steps to dismantle his country`s nuclear program. At the Pyongyang summit between North Korean leader Kim Jong-un and South Korean President Moon Jae-in from September 18 to 20, 2018, a statement was signed by senior military officials from both Koreas. The agreement aims to avoid a military confrontation on the Korean peninsula. In particular, buffer zones based on the onshore Military Demarcation Line (MDL) and the Northern Limit Line (NLL) on land are being created. Optimists see the agreement as a useful step towards better relations; Pessimists see this as a step too far, given the continuing military tensions on the Korean peninsula. A balanced assessment suggests that it is still too early to make a decision. The White House was asked on March 15, 2018 about a peace treaty on the Korean Peninsula, and the petition received the required number of signatures within a month.  With regard to a third inter-Korean summit and a lasting peaceful solution on the Korean peninsula, about 83% of the South Korean population supports a diplomatic solution.    According to South Korean President Moon Jae-in, the Korean War will end sooner rather than later.
Moon is trying to convince Kim Jong-un to abandon his nuclear program and weapons by showing him a better economic future with South Korean cooperation. The president has a personal interest in the declaration, since his ancestors come from the North; Moon`s 80-year-old mother was separated from the rest of her family, who live in North Korea.   On July 24, it was reported that North Korea was dismantling a nuclear missile launch and test site near Tongchang-ri, as Kim had promised at the Trump-Kim summit in 2018. Moon called the move “a good sign for the denuclearization of North Korea” and “The sincerity of Kim Jong-un.”  Three days later, the President of the Korean Council for Reconciliation and Cooperation, Kim Hong-gul, expressed Pyongyang`s fervor for signing a declaration ending the war and expressed his desire to accelerate denuclearization on the basis of mutual trust between the United States and North Korea. Although North Korea wanted a peace treaty, an end-of-life declaration would be the first step towards faster denuclearization. [Citation required] According to Gallucci, the framework agreed in 1994 set a precedent for solving North Korea`s nuclear and military problems.   David C. Kang, director of the University of Southern California Korean Studies Institute and professor of international relations, reviewed efforts to date to resolve nuclear problems based on years of negotiations between the United States and North Korea.
The United States supports the denuclearization of North Korea before any security deal, and North Korea refuses to give up its nuclear weapons until a security deal is reached.      Agreements fall into about three categories: military, economic and social. 3) South Korea and North Korea will actively work together to create a lasting and robust peace regime on the Korean Peninsula. The end of the current unnatural ceasefire and the establishment of a strong peace regime on the Korean peninsula are a historic mission that should not be delayed further. International concerns about North Korea`s nuclear weapons peaked in 2017, when they posed a direct threat to the United States.
